The Inland Revenue (Amendment) (No. 6) Ordinance 2018, effective from 13 July 2018, codified transfer pricing rules, aligning Hong Kong with international best practices. This amendment introduced specific provisions for transfer pricing documentation, country-by-country reporting (CbCR), and an advance pricing arrangement (APA) regime.

The core principle underpinning Hong Kong's transfer pricing regime is the arm's length principle. This principle dictates that transactions between associated enterprises should be conducted as if they were between independent parties under comparable circumstances.
