Singapore has long been recognized as one of the most competitive and business-friendly jurisdictions globally. A cornerstone of its economic success is its progressive and attractive corporate tax system, coupled with a robust framework of tax incentives designed to stimulate investment, innovation, and job creation. For entrepreneurs and multinational corporations considering establishing or expanding their presence in Asia, understanding Singapore's corporate tax rates and the array of available incentives is paramount.

Understanding Singapore's Corporate Tax Regime

Singapore operates a single-tier corporate tax system, meaning that once profits are taxed at the corporate level, dividends distributed to shareholders are exempt from further taxation. This eliminates double taxation on corporate profits, making it highly appealing to investors. The Inland Revenue Authority of Singapore (IRAS) is the primary government agency responsible for administering tax laws.

Headline Corporate Tax Rate

The headline corporate income tax rate in Singapore is a flat 17%. This rate is applied to the company's chargeable income, which is its assessable income less any allowable expenses, capital allowances, and approved donations. While 17% is the headline rate, the effective tax rate for many companies, especially start-ups and small and medium-sized enterprises (SMEs), is often significantly lower due to various tax exemptions and rebates.

Partial Tax Exemption and Start-up Tax Exemption Scheme

Singapore offers generous tax exemptions that effectively reduce the tax burden, especially for new and growing businesses:

  • Start-up Tax Exemption (SUTE) Scheme: This scheme is designed to support new companies. For their first three consecutive Years of Assessment (YAs), qualifying start-ups can enjoy:

    • 75% exemption on the first S$100,000 of normal chargeable income.
    • 50% exemption on the next S$100,000 of normal chargeable income.
    • The remaining chargeable income is taxed at the prevailing corporate tax rate of 17%.

    To qualify, the company must be incorporated in Singapore, be a tax resident in Singapore for the relevant YA, and have no more than 20 shareholders, all of whom are individuals holding at least 10% of the company's shares. Investment holding companies and companies engaged in property development for sale or investment are generally excluded.

  • Partial Tax Exemption (PTE) Scheme: Companies that do not qualify for SUTE (e.g., older companies or those that have exhausted their SUTE period) can still benefit from the PTE scheme. Under PTE:

    • 75% exemption on the first S$10,000 of normal chargeable income.
    • 50% exemption on the next S$190,000 of normal chargeable income.
    • The remaining chargeable income is taxed at 17%.
