The Bulgarian Development Bank (BDB) is Bulgaria's state-backed development finance institution focused on fostering economic development, improving access to finance for businesses and supporting priority public projects. As a development and investment bank rather than a retail consumer bank, BDB plays a central role in implementing state and EU-sponsored financial instruments, co-financing infrastructure and municipal projects, and on-lending through the commercial banking sector.

Brief history and founding

The Bulgarian Development Bank was established in the late 1990s and subsequently developed into the principal state-owned development finance institution in Bulgaria. Its mandate has evolved to support national development priorities, promote small and medium-sized enterprises (SMEs), and catalyze investments by blending public and private finance. Over time BDB has also increasingly cooperated with international financial institutions, such as the European Investment Bank (EIB), European Bank for Reconstruction and Development (EBRD) and other regional and global partners to implement co-financing, guarantee and technical assistance programs.

Type of bank

BDB is primarily a development and investment bank. It is not a conventional retail bank focused on personal banking for a wide consumer base. Instead, the bank operates as a public development institution that provides wholesale financing, project and corporate lending, guarantees, equity investments, and fund management services targeted at businesses, municipalities and strategic projects. BDB often acts as an on-lender, channeling funds from national or international sources through partner commercial banks to final beneficiaries.
